My name is NaKeesha Hayes. I am asking for moving and packing cost into a storage unit, storage deposit payment for 4 months and utility payment. and my Chaps housing application has been in process since November 14th, 2024. I received a phone call today from Nevada Energy stating that they have not received payment for my utility bill. I found out that Chaps did not pay my Nevada Energy utility bill per an email I received that stated it would be done as long as I provided them with an updated eclectic bill. I brought this to the Director of Chaps attention. And his supervisor told me that because my rental assistance was denied on June 13th, that also included the denial of my utilities as well. There are 2 Chaps Now. There is Chaps Covid and the new Chaps. A new one time payment only Chaps that helps people who are facing eviction and are disabled. Chaps Covid, stating they denied my application because I did not commit perjury. Chaps wanted me to change the date of my Rent Attestment form to show that I only owed 4 months of rent, which was the amount they were approving me for. Verses the entire rent amount at the time it was 6 monthsback rent. Because I refused to make that accomediation, because it wasn't true and it was against the law, my application was denied. My application has been with the "new" chaps for a little over 1 week now since I've contacted the Mayor, Governor, and ALL Of the Commissioners. I've also contacted the Clark County Manager's Office as well about my situation. I was told by the supervisor this Monday (July 24th), that I would need a doctor's note stating my situation. I'd attached a document with an overall diagnosis of my health issue in my new application. However, that wasn't enough. They needed a letter from the doctor stating that I was unable to work and that I was about to go into surgery. I was unable to provide that to them Monday, because my doctor was on call. My Chaps application was denied Tuesday (July 25th) because of this. When I received the denial letter, I was told to submit an appeal. My doctor was free and she sent a doctor's notice (July 25th) before my eviction court hearing, stating that I was unable to work and my surgery date is pending. (According to my health insurance 8/7/2024 -9/07/2024 has been approved for surgery, a screenshot was sent to the director of Chaps last night.) I contacted the Director, I told him what happened, he looked over my application and the letter and stated that the denial was a technicality. He stated over the phone that Chaps could pay the FULL amount of my rent $16k + and that August rent would be paid for in full as well because my application would be processed after the 15th of the month. He told me to contact him the next business day and we would get everything together. When I reached out to him, via email to follow up, he stated that he didn't know I didn't have my surgery yet. I responded with the same letter that was sent to him from my doctor stating that my surgery was pending. I've gone to 3 doctors in the past year because I had a horrible surgery experience in February 2024 which has left me in the current state I am in now. Then I received a call from Chaps employee, asking whether or not I can relocate and if the 1st or 2nd floor would be ok because of my health condition. My large intestine is coming out of my body, the ONLY thing that is holding my large intestine in place is my skin and the brace I wear daily because it's so heavy. If I move or lift anything over 7 -10 pounds I am hurting myself and putting my health at risk. My 2 year old son is 25 pounds (give or take) and I can't lift him. Moving or relocating would be detrimental to my health. In addition to the fact that I will still have a $16k balance looming over my head, that would make it impossiblefor me to find a place in the near future . To be asked to do such a thing is beyond belief to me. As stated, in my email to the directorof Chaps and his supervisor, this is so horrible. Beyond words and ridiculous as well. My disability application is currently in the appeals state. Now, I received a call from Nevada Energy stating that my bill has yet to be paid from Chaps. It's over 110 degrees outside, now I'm subject to suffering in the heat with my 2 year old, disabled, and placed in a position where I am forced to move, causing more harm to myself which makes me unable to care for my son properly. The only reason why I am in this situation is because of Covid and now my health. My health matters are on the verge of being fixed, but I need to have a place to recover in order to get back on my feet. It's so disappointing because all I am asking for is assistance just so I can get back on my feet to be an active and participating citizen again. As a result, I am here. I've already gone to court and the Judge granted me 10 days in order for Chaps to complete my application. I now have 8 days left. The weekend is coming up and if this issue isn't resolved, Monday I will only have 5 days. As stated before, my application has been pending since Nov 14th, 2024 and still no resolution, it's just getting worse and the bill is getting higher. The sad thing is I am not the only one in this situation, I truly hope that my efforts don't just help me, but the other people who've lost their homes and are still losing their homes in droves in the Clark County area, primarily in Las Vegas.
