Alright everyone. We've done some research for the citation and based on what we found. The ticket was issued by the cities Code Enforcement. Because of Code Enforement being the citation issuer. Seeing a judge is not an option to dsipute the charge. Based on what it says on the back of the ticket ''Payment must be made in full within 30 calendar days of the issuance of the citation. The notice of Appeal must include the reasons for the appeal. Except as provided below, the failure to deposit the total amount of the citation penalty shall render the appeal incomplete.'' We also found some info regarding the appeal process for the citation which you can take a look at per the link below: https://www.citationprocessingcenter.com/AppealFAQ.htm Basically what it comes down to is that regardless of whether you want to fight/appeal the citation. The ticket has to be paid in full. Something also to add is that the ticket is considered a misdemeanor and will go on my Dad's record.
